Review Workflow

1. Submission. Authors submit a PDF of their paper by the submission deadline (February 5, 2027) published on the Important Dates.
2. Desk check. The Program Committee checks each submission for scope fit, formatting, length, English readability, and originality (including a plagiarism check). Submissions that fail these checks may be rejected without review.
3. Reviewer assignment. Each paper is anonymized and assigned to at least two reviewers with matching expertise, taking into account conflicts of interest.
4. Peer review. Reviewers assess the paper against the criteria below. The review period lasts not less than one month.
5. Meta-review. Reviewer reports are consolidated and compared; where opinions differ, an additional reviewer or a member of the Program Committee may be consulted.
6. Decision. Final decisions (accept / minor revision / major revision / reject) are made by the Program Committee Chairs. A paper is accepted only on the basis of at least two positive recommendations.
7. Camera-ready. Accepted papers are revised according to the reviewers' comments and submitted in the required format, together with a signed copyright/licence form. At least one author must register for the paper to appear in the proceedings.

Review Criteria

• Originality — new ideas, methods, results or insights not previously published.
• Significance — importance and potential impact for the field.
• Technical soundness — correctness of the methodology, experiments and analysis.
• Clarity — organization, readability and quality of presentation.
• Relevance — fit with the scope of ICSR 2027.

Review Policies

• Double-blind review. Authors must not include names or affiliations in the submitted manuscript, and must avoid self-identifying references. Reviewers, likewise, remain anonymous to authors.
• Confidentiality. Submissions and reviewer reports are confidential and are not shared outside the review process.
• Conflicts of interest. Reviewers must decline any assignment where a conflict of interest exists (for example, co-authorship, same institution, or a close personal relationship with an author).
• No dual submission. Papers under review elsewhere, or already published, are not eligible.
• Plagiarism and integrity. All submissions are screened for plagiarism. Any use of generative AI tools must be disclosed and does not relieve authors of responsibility for the content.
• Ethics. Research involving human participants or personal data must comply with the relevant ethical requirements.
